apache accessible from localhost but not 127.0.0.1

I've set up apache2 under cygwin on a Windows 7 PC, and through Firefox I can load http://localhost/ and retrieve the "It works!" index page, but cannot retrieve http://127.0.0.1/.
"wget http://localhost" reports that it resolves localhost to 127.0.0.1, connects to port 80, and gets a 404 Not Found error. That behavior holds true from a DOS command prompt or a cygwin bash shell.
