I've updated the version of OpenSSL to 0.9.8r-1. This also includes the
openssl-devel packages.
This is an upstream security release fixing CVE-2011-0014. There's no
official release message, but here's a pointer to the security advisory:

The Cygwin release is build from the vanilla sources, no additional
patches.
To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page. This downloads setup.exe to your
system. Then, run setup and answer all of the questions.
