[ANNOUNCEMENT] Updated: build-docbook-catalog-1.5-2

The following package was updated for the Cygwin distribution:

*** build-docbook-catalog-1.5-2

This script maintains the DocBook entries in the system XML catalog.
This release fixes an error if run when an existing system XML catalog
is not present.
