Separating downloading and installing is not going to help a download
problem.
I've already mentioned the two things that are likely to fix the
problem:
1) Making sure that there are no problems with your local network like
firewalls or other filters.
2) Using another mirror.

That would probably help but it's difficult to achieve if you haven't
updated your system in a while.
