New upstream release.
CYGWIN NEWS:
============
This version is built using swig 1.3.40. At the time of this
announcement, the latest package available for Cygwin is 1.3.38-1,
which fails to build correct bindings with Python 2.6. The swig
maintainer has promised to release 1.3.40 soon.
One test fails while using the serf HTTP library. Please switch to
neon if you encounter problems with serf. The maintainer used serf
daily for a while, but did encounter a problem and now uses neon.

between 1.6.12 and previous Subversion releases.
IMPORTANT: This release will silently upgrade your Subversion
working copies to the 1.6 format, rendering them unusable with
previous major versions of Subversion.
