Trouble with vimdiff and strace on most recent cygwin

I'm running cygwin (x86) on Win7 x86-64.  When I try to vimdiff or
strace, I get the attached error messages (extraneous content
removed).

Why does the crash differ on different runs of vimdiff?

What's strace error 2?  (Why is there no error message?)
