Anyone seen this issue before, or have any clue on how to debug it?

There's no reason that a CreatePipe() should fail with a "Invalid Function" error.
Unfortunately not as the machines have a clean install of Windows 7 in, with things like Windows Defender Service disabled. Could this be a resource issue as we are running quite a few cygwin processes on these machines.
