Larry,
I installed the beeta version (scarey), and I can ssh into localhost.

Good! That's a step forward at least.

Beta isn't as scary as you might think. It's pretty close to what will be
released (soonish).

Um, the question is, is there a way to test sftp, and is there a guide
for configuring public key authentication for sftp?
I am going to try and figure out what files are relevant to my need and
read them, but if you could point my in the right direction, I would be
greatly appreciative.

You need to run 'ssh-user-config' for the user you plan to ssh/sftp in as. This will create the keys you need. You should then be able to ssh into localhost using pubkey. To do this from other machines requires your public key in the remote machines ~/.ssh/authorized_keys. Then you should be able to pubkey ssh into your host from the remote machine. After that, you can try sftp. Those are the high-level steps.
