/usr/lib/charset.alias is designed to be modified by each package that
uses gettext (but including it in other packages causes it to be
overwritten rather than modified).  I would like to see cygport learn to
either flat-out refuse to package the file (except for gettext), or better
yet, learn to write an automatic postinstall snippet that performs the
desired modification of the existing file, along with the preremove
snippet the performs the reverse modification.  But in the meantime, many
of my packages have to explicitly ignore this file since cygport doesn't help.
