files/folders created by cygwin behaving as shared in explorer on Vista

I can reproduce the situation that occurs here:

But only within the C:\Users\<username>\ folder.  The Icalcs of the
files inside and outside of that directory are identical.  So it seems
vista is interpretting files with identical cacls differently
depending on where they are in the tree.
