[ANNOUNCEMENT] Updated: texinfo-4.8-4

I've made a new version of 'texinfo' available for installation.  This
version incorporates a manifest file which reportedly fixes the problem
running install-info.exe under Vista as mentioned here:

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and keep clicking "Next".
