I stumbled into the exact same problem reported a few years back:

I have the latest of both minires packages:
$ cygcheck -c minires-devel minires
Cygwin Package Information
Package Version Status
minires 1.01-1 OK
minires-devel 1.01-1 OK
Testing the proposed solution solves the problem.
