Not for the above we don't.  While I'm sure firing up regedit and
deleting things made you feel knowledgable, there is no reason to do
anything like the above.  Reinstalling cygwin "from scratch" is a
superstitious behavior and is not usually necessary.  However, if you
can't find a chicken to sacrifice at a crossroads at midnight and feel
like you really must wipe out everything related to cygwin prior to a
reinstallation, just removing c:\cygwin (or whereever you installed it)
and everything below it and wiping out the directory that you use for
downloading should be adequate.  Specify a new cygwin root directory and
a new download directory if you must.  There is, however, no reason to
run regedit.

In general, if something isn't working right, it means that you need to
do some research.  Things don't magically start working just by
uninstalling and reinstalling multiple times.
