bash 3.2.9-11 here doc permission problem

I'm having problems with "here docs" after an upgrade.  Simply going
back to bash 3.1-6 fixed the problem, but I'd thought I'd post cygchecks
and straces.  I'm trying to narrow down, but these scripts are huge and
the here doc portions are copying a bunch of xml.

A portion of the error message is: cannot create temp file for here
document

The attachment contains a gz'd tar file of cygcheck and strace output.
Those with "_fail" are when using bash 3.2.9-11 and those with "_works"
are when using bash 3.1-6.  Each is using latest cygwin 1.5.24-2.
