First, check if you have permission to write there. Second, make sure 'ncftpbatch' can handle paths with spaces in them. Third, if the above two don't point out the problem, read and follow the problem reporting guidelines found here:

Don't worry about permissions on the '/cygdrive' directory.  Unlike Linux/
UNIX, traverse checking is not on by default.
