Subject: WNOHANG & co in stdlib.h

Hi,

Posix says that WNOHANG, WUNTRACED, WEXITSTATUS, WIFEXITED, WIFSIGNALED,
WIFSTOPPED, WSTOPSIG, WTERMSIG should be defined in <stdlib.h> just like
it is in <sys/<wait.h>.  For now, cygwin doesn't do that; it should.
