If you're simply looking for a confirmation, then yes, I'm experiencing
the same problem (on WinXP Pro).  I don't have the time at the moment to
look deeply into it.  I'm willing, however, to provide the cygcheck output
and the strace for the hung httpd processes, should anyone request them.
