As you can see the service does start even though it is reporting that
it is not started.  Am I configuring something wrong?

Good question. You might want to start here:

Also, you need to make sure that the user you created has all the proper permissions httpd needs to run as a service. If it needs to switch user contexts, etc., this is important. I should point out that adding such a new user is a security hole, if that's a concern for you. Perhaps you'll just want to try getting this working with the default SYSTEM user. If that works, you can backtrack from there. You can also consult the openssh ssh-host-config script. You can follow the steps it uses to create a new user with the proper permissions to run sshd on W2K3 (where SYSTEM doesn't have the proper permissions).
