Looks like you have quotas activated on drive f:
Cygwin can nothing do about that. Maybe df can by taking quotas into
account. Eric?

http://cygwin.com/problems.html asks for a plain text attachment of
the cygcheck output. The psinfo output is only marginally helpful.
