The TEMP handling hasn't been changed for a long time. Also, if I run
tcsh and then start a cmd shell, the handling of TEMP looks correct to

  tcsh$ echo $TEMP
  tcsh$ cmd
  Microsoft Windows XP [Version 5.1.2600]
  (C) Copyright 1985-2001 Microsoft Corp.

  C:\home\corinna>echo %TEMP%
  echo %TEMP%
