This is not a Cygwin-imposed limitation, it is one that is mandated by
Windows, which defines MAX_PATH to 260 for the ANSI versions of all the
file APIs.

The only way to get around this is to use the Unicode version of the
APIs, and I expect that eventually this will be done.  But it's a very
large and invasive change and would require significant effort.
