Yes, there is no PAM for Cygwin.
No, PAM is not only for Linux (who gave you that idea?).
And there is PAM for Windows. I came across this when investigating if I sould
use OpenLDAP to authenticate everybody in an heterogeneous network. Look for
instance to http://pgina.xpasystems.com/ which may be what the OP was looking for.
