There certainly is and it's been discussed before on this mail list.
Basically, it was confusing the discussion here.  Folks would read there 
and post here.  There's no reason for someone who's not an active developer
to have access to that list.  There's plenty of access to the source and 
developers through existing channels even without access to the dev list.
