Yes, me:

Cygwin Package Information

tetex 3.0.0-2 OK

It isn't crashing. The tetex post-install takes a *bizarrely* huge amount
of time to complete, but it gets there in the end. Re-run setup as before,
and this time leave it more than 30 minutes. Go out for the evening or
something.
