Probably your file got damaged, I think.

yes, but reproducably for all CPAN mirrors...

Testing 02packages.details.txt.gz with gzip -t reports:
gzip: 02packages.details.txt.gz: invalid compressed data--format violated

Same with 03modlist.data.gz.
