They are in this case, but won't be in general. E.g., try
PATH=~/bin:$PATH which ls
PATH=~/bin:"$PATH" which ls
|\ _,,,---,,_ firstname.lastname@example.org
ZZZzz /,`.-'`' -. ;-;;,_ email@example.com
