proftpd 1.2.9 / unable to set uid to 18

hi,

i want use windows 2000 (Server) german version Service Pack 4 with proftpd.
after installing it - and set at /etc/proftpd.conf:
User    SYSTEM
Group  Administratoren

at the commandline - with bash and /usr/sbin/proftpd.exe -c
/etc/proftpd.conf i get following error:
unable to set uid to 18 - current uid:
500

/etc/passwd:
SYSTEM:*:18:544:,S-1-5-18::
Administratoren:*:544:544:,S-1-5-32-544::
nobody:*:544:544:,S-1-5-32-544::
cygwin_server:*:544:544:,S-1-5-32-544::

after changing
/etc/passwd:
Administrator:unused_by_nt/2000/xp:18:544:U-YCWNMC02\Administrator,S-1-5-21-57989841-2077806209-1801674531-500:/home/Administrator:/bin/bash
i could start proftpd from command line - but at the login i get following
in the proftpd-log:
PRIVS_USER:unable to seteuid(session.login_uid)
and the uid of the forked process i still 18 - and not the user-id of the
login-user.

any suggestion ... (i have read README.cygwin!) - need you more detailed
infos ?
