Cygutils is a collection of useful(?) tools for the cygwin platform. 
This release provides an enhanced mkshortcut tool, as well as fixing a 
few bugs.

Changes since 1.2.4-1
* mkshortcut has two new options,
    -s (startup norm|max|min mode)
    -d|--desc <string> to control the description field of the shortcut
    (which also sets the tooltip text)

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
