by the help of http://cygwin.com/packages/ . Thanks.
Surprisingly, "which" didn't tell me that.

It's in /usr/sbin, which is not, by default, in your PATH.
Please try a cursory look yourself before posting next time. You can also
use the package search facility at http://cygwin.com/packages/ to see
where things are installed.

/usr/share/doc/Cygwin/proftpd-1.2.9.README and
/usr/share/doc/proftpd-1.2.9/*.

method of submitting problem reports.
