20040225 snapshot problem + gdb/cygpath/others runtime error

This is after rebaseall, and has been happening with all the february snapshots.

If it is a rebase problem, what should it be rebased to?

If it is a cygwin dll problem, how to isolate it further?

examples of the problem:

C:\cygwin>cygpath
