I've just tested it and it still works for me. Could you check the
permissions on cygwin1.dll? Is system not permitted to read/execute
the DLL perhaps?

Quote from the announcement:
"The package now adheres to the filesystem hirarchy standard (FHS)."
That means, documentation, man pages and info pages are now under
/usr/share instead of /usr.
