Not in a library available with the cygwin netrelease.
But it is in libbind and in liblwres, try here:

$ nm usr/lib/liblwres.a | grep h_nerr
00000014 d _h_nerr
$ nm usr/lib/liblwres.a | grep h_errlist
00000000 d _h_errlist

$ nm libbind.a | grep h_errlist
00000000 D _h_errlist
$ nm libbind.a | grep h_nerr
00000014 D _h_nerr
