Sorry, I never executed CGI scripts with Lynx, but you may want
to try my builds from http://www.pervalidus.net/cygwin/lynx/
since the official binary don't seem to add --enable-externs
--enable-cgi-links --enable-change-exec --enable-exec-links,
among others.
