I suggest the following two changes.
1. Remove 'ntea' from your CYGWIN environment variable.
It still says 'Could not start the CYGWIN sshd service on \\SERVER. Error
2140: An internal Windows NT error occurred.' In the event log, there's this
The description for Event ID ( 0 ) in Source ( sshd ) could not be found. It
contains the following insertion string(s): sshd : PID 1009 : starting
service `sshd' failed: execv: 255, error 255.
I tried adding '-d' to the sshd parameters, but that doesn't help (gives the
same error 255) - it seems to die earlier than that.
What does /var/log/sshd.log say?
