tcflush waits

I have an app that opens a serial port and sets VTIME to 1, VMIN to
0.
When it does tcflush(,TCIOFLUSH) or tcflush(,TCIFLUSH) it takes
exactly 100ms. I don't expect there to be anything to read but this
call is not supposed to wait.
I tried setting VMIN to something else with no effect.
Windows '98.
