Except for the cygipc package (as mentioned in the official PostgreSQL
README), all other dependences should be picked up when you select the
PostgreSQL package in setup. In other words, just run setup, select the
PostgreSQL package, and let it do its job. Then read the README for
instructions on actually running it.
