The main page at www.cygwin.com states that Cygwin is compatible with all
Windows versions except CE. As for certification, the answer is no, Cygwin
is not MS-certified. Since MS objects to GNU software, there's little hope
of that changing.
The current version of the Cygwin DLL package is 1.3.10. Soon to be
1.3.11.
