I'm going to guess that your query implies that Cygwin is missing some
functions that you were using under Linux. If that's true, you either need
to provide an implementation for them in Cygwin or port your application
to the Win32 equivalents. Since I don't know what's in cdrom.h, I can't
be much more specific. But this should give you an idea of a possible path
to a resolution.
