setup.exe: no skip/keep presented

I am trying to install a new version of byacc using an up-to-date
version of setup.exe.
I copied my byacc-1.9-1.tar.bz2 file to my cyginst directory and ran
setup.exe.
When I get to the "Select packages to install" screen and cycle to
"Partial", I get a list of random junk that I've been experimenting
with in my 'cyginst' directory. One of the packages is 'cygwin-1.3.4-1'.
So, I want to either 'Skip' or 'Keep' everything that is presented
except for byacc. The problem is that I can't do that for cygwin.
Neither 'Skip' or 'Keep' is presented to me as an option.
FWIW, I only have these cygwin tar balls in my cyginst/ directory:
cygwin-1.3.3-1.tar.bz2 cygwin-1.3.3-2.tar.bz2 cygwin-1.3.4-1.tar.bz2
I have a cyginst/latest/cygwin directory but it only has an old
newlib-man-20001013.tar.gz in it. I don't have a setup.ini in this
directory.
I remember struggling with this scenario when I first tried to fix the
setup.exe automatic uninstall bug, so I wonder if this is what is
happening.
