Did you read /usr/doc/Cygwin/openssh-2.9.9p2.README?
Or /usr/doc/Cygwin/inetutils-1.3.2.README?

They all tell soemthing about NT/W2K user rights.
Oh, btw. this all is valid also for XP, including Home Edition.
