Please avail yourself of the documentation at the Cygwin site as well
as the email archives. You'll learn allot by looking at these. You'll
also find they answer allot of questions, even ones you don't know you
have now! ;-)
For this particular question, someone asked the same thing within the
last couple of weeks. The email archives contains the response. You
might want to try looking it up just so you understand how the process
works.
Users/passwords are not created in Cygwin. They are created on NT-based
platforms using the user manager facility. mkpasswd and mkgroup will
output the user and group information, which can then be used for
/etc/passwd and /etc/group. On 9x-platforms, well, you know how it is! ;-)
