no sigwait

I was trying to compile CommonC++ with Cygwin. To my
dismay it requires the sigwait function which is not
implemented. Are the functions that are currently
unsupported hard to implement or have they just not
been done yet? I would be willing to help develop them
if need be. How do I get started?
