Compiling BitchX-1.0c18

I'm having a few problems compiling BitchX-1.0c18.  I've included the
output of `./configure --with-plugins` and `make`.  Also, note that
in the configure output, when checking for Cygwin environment it
reports no (near the top of configure.out).  I have CYGWIN set (it
shows up in cmd.exe AND bash.exe).  It seems that it complains about
/usr/include/string.h a lot, but doesn't actually crap out until
irc.c.  Any ideas?
