ntsec environment variable

Why is it whenever I use the env. variable 'ntsec' all files show as
'-rwxrwxrwx'? And when I try to copy a file (even ones that I
created and own) is says 'cp: preserving permissions for blah.file:
Permission denied'?
I'm running Windows2000, btw.
