File permissions on Network Drives

Dear Cygnus,
Are chmod and umask expected to work on a network drive?
I have my CYGWIN variable set to "ntea ntsec" and all permissions
appear to work just like UNIX. However, file permissions do NOT appear
to work with a network drive on a UNIX server.
For example, "ls -l test10" from CYGWIN yields:
-rw-r--r-- 1 jgrishaw None 0 Feb 7 21:35 test10
whereas from UNIX the same command yields:
-rw-rw-r-- 1 jgrishaw eng 0 Feb 7 21:35 test10
I also notice that chmod and umask do not appear to have any effect
on the file's permissions.
I am running Cygwin v1.0 under WinNT SP3.
Am I missing some trick or does it just not work?
