First I've heard of this.  Make sure that you only have the cygwin1.dll.  Get
rid of any previous or duplicate dll's.

Paste the output of `cygcheck -s -v -r' in a mail.

Will be in the b21 release and exists in the snapshots.  Search the archives
for the details pay attention to posts from Corinna.
