On NT you can do
bash$ cmd /c foo.bat
but on 95 you have to use command.com, which is a DOS program, which
bash won't handle very well.
You could get an "alternative" command processor, such as 4NT, or even a
native port of bash, and do:
bash$ 4nt /c foo.bat
or
bash$ native-sh command /c foo.bat
Convoluted, but it might just work... YMMV.
