Yes, reproducible. But not cygwin1.dll is the culprit but xorg
6.8.99.901-1.
I updated the cygwin installation to the latest and greatest except
the xorg packages and xmgrace still ran.
After updating xorg-x11-* from 6.8.2.0-1 to 6.8.99.901-1 I get exactly
the behavior you describe.
Any hints to solve this are appreciated.

In addition, I ran strace with xmgrace,
and got the following message:

and an error in a box 16 bit MS-DOS Subsystem:
/usr/share/grace/bin
The NTVDM CPU has encountered an illegal instruction

My computer is a 3 GHz P4
