that is the command I use on Linux. I tried it on Win2003 server running
cygwin and there is no such command.

Just to interject, the startx script does exist on Cygwin. That's how I typically start X. You have to invoke it in a posix shell on some versions of Windows because of the way Windows detects executable scripts, though.
