Try 'mv INSTALL INSTALL2'
and then 'make install'
Because windows/dos doesn't make distinction between small and capital letter
the INSTALL file is also treated as install and make thinks that it doesn't
have to do anything. I guess this is what is happening.

For every tool there are at least 2 uses: the one it was designed for
and the other for which it wasn't.
